ড. মঈনুল দেশ ও বিদেশে আড়াই শ-এর অধিক জাতীয় ও আন্তর্জাতিক সন্মেলনে অংশগ্রহন করেছেন ও গবেষণা প্রবন্ধ উপস্থাপন করেছেন। তিনি জাতিসংঘের জনসংখ্যা ও উন্নয়ন বিষয়ক এশীয়-প্রশান্ত মহাসাগরীয় অঞ্চলের মিনিস্টারিয়াল ডিক্লারেশন সংক্রান্ত মিড-টার্ম রিভিউ (২০১৮) সন্মেলনে বাংলাদেশ সরকারের প্রতিনিধিত্ব করেন। এ ছাড়া তিনি নিয়মিত আমন্ত্রিত রিসোর্স পারসন হিসাবে বাংলাদেশ জাতীয় সংসদ সচিবালয়, বাংলাদেশ সরকারের পরিকল্পনা কমিশন, বাংলাদেশ লোক প্রশাসন প্রশিক্ষণ কেন্দ্র, জাতীয় পরিকল্পনা একাডেমী, পরিবার পরিকল্পনা অধিদপ্তরসহ বিভিন্ন প্রতিষ্ঠানে বিষয় ভিত্তিক লেকচার দিয়ে থাকেন।
অধ্যাপকড. মঈনুলইসলামের একটি গ্রন্থসহ ৮৪ টির অধিক বৈজ্ঞানিক গবেষণা প্রকাশনা রয়েছে। এর মধ্যে ৪৫টি জার্নাল প্রকাশনা, আর অবশিষ্ট ৩৯টি রয়েছে বুক চ্যাপ্টার- গবেষণা রিপোর্ট, মনোগ্রাফ, পলিসি ব্রিফ ও কনফারেন্স প্রসেডিংস।জনসংখ্যা ও উন্নয়ন বিষয়ক তাঁর ৩টি গ্রন্থ ফেব্রুয়ারি ২০২৫ সময়ে প্রকাশাধীন রয়েছে। দি লান্সেট, লান্সেট গ্লোবাল হেলথ, দি লান্সেট রিজিওনাল হেলথ-ওয়েস্ট্রান প্যসিফিক, বিএমসি উইমেন’স হেলথ, প্লস ওয়ান, পপুলেশন এন্ড সোশ্যাল স্টাডিজ, চায়না পপুলেশন এন্ড ডেভেলপমেন্ট স্টাডিজ জার্নাল, ইন্টারন্যাশানাল জার্নাল অন পপুলেশন ইস্যুজ সহ সুপরিচিত বিভিন্ন জার্নালে রয়েছে তাঁর প্রকাশনা রয়েছে। ড. মঈনুলইসলামনিয়মিত সুপরিচিত বাংলা ও ইংরেজি জাতীয় দৈনিকে জনসংখ্যা ও উন্নয়ন বিষয়ে মতামত ও অভিমত লিখে থাকেন।এছাড়া দেশের বিভিন্ন ইলেক্ট্রনিক গণমাধ্যমেও রয়েছে তাঁর উপস্থিতি। তিনি ‘ইন্টারন্যাশনাল ই-জার্নাল অব সাউথ-সাউথ কোঅপারেশন ইন পপুলেশন এন্ড ডেভেলপমেন্ট’- এর চীফ এডিটর হিসাবেসম্প্রতি নিযুক্ত হয়েছেন।এ ছাড়াও তিনি ‘প্লস ওয়ান গ্লোবাল পাবলিক হেলথ’ জার্নালেরও একজন একাডেমিক এডিটর এবং ‘আন্তর্জাতিক জার্নাল অব পপুলেশন ইস্যুজ’ এর আন্তর্জাতিক উপদেষ্টামণ্ডলীর সদস্য।
তিনি পর পর দুমেয়াদে (২০১০-২০১৪) তিনি ঢাকা বিশ্ববিদ্যালয়ের নির্বাচিত সিন্ডিকেট সদস্য দায়িত্ব পালন করেছেন। পপুলেশন সায়েন্সেস বিভাগে শিক্ষকতার পাশাপাশি ঢাকা বিশ্ববিদ্যালয়ের ইতিহাস ও সমাজবিজ্ঞান বিভাগসহ আধুনিক ভাষা ইনস্টিটিউট (চীনাভাষাওসংস্কৃতি)-এখন্ডকালীনশিক্ষকছিলেন।এছাড়াতিনিবিআইজিডি (ব্র্যাকবিশ্ববিদ্যালয়), ড্যাফোডিলইন্টারন্যাশনালইউনিভার্সিটিতেওখন্ডকালীনশিক্ষকতা করেন।বর্তমানেতিনি ঢাকা বিশ্ববিদ্যালয়েরভাষাবিজ্ঞানবিভাগেরখন্ডকালীনশিক্ষক।
অধ্যাপনা ও গবেষণার পাশাপাশি ড. মঈনুল সরকার (যেমন- পরিকল্পনা কমিশন, পরিবার পরিকল্পনা অধিদপ্তর, বাংলাদেশ পরিসংখ্যান ব্যুরো) ও জাতিসংঘ জনসংখ্যা তহবিল (ইউএনএফপিএ)-এর পরামর্শক হিসাবে এবং বিভিন্ন টেকনিক্যাল কমিটির সদস্য হিসাবে কাজ করেন। ইউএনএফপিএ-এর পরামর্শক হিসাবে তিনি বাংলাদেশের জাতীয় পরিবার পরিকল্পনা কৌশলপত্র (২০২৩-২০৩০) -এর খসড়া প্রনয়ণ করেন। তিনি বাংলাদেশ সরকারের পরিকল্পনা কমিশনের সাধারণ অর্থনীতি বিভাগ (জিইডি) প্রকল্পের আওতাধীন ২০১৭ সাল থেকে পপুলেশন এক্সপার্ট গ্রুপ সদস্য হিসাবে রয়েছেন।তিনি ইন্টারন্যাশনাল ইউনিয়ন অব সায়েন্টিফিক স্টাডি অব পপুলেশন, এশিয়ানপপুলেশনএসোসিয়েশন, পপুলেশনএসোসিয়েশনঅবআমেরিকা, ইন্টারন্যাশনাল সোসাইটি অব গ্লোবাল হেলথ, ইন্টারন্যাশনাল সোসিওলজিকাল এসোসিয়েশন-সহ বিভিন্ন পেশাগত আন্তর্জাতিক সংগঠনের সদস্য। তিনি এশিয়ান পপুলেশন এসোসিয়েশনের ২০২২-২০২৪ মেয়াদে পশ্চিম ও দক্ষিণ এশিয়ায় পরিবর্তনশীল গৃহকাঠামো, এইজিং এন্ড ওয়েল বিং’ শীর্ষক সায়েন্টিফিক গ্রুপের সদস্য হিসাবে কাজ করছেন। তিনি বাংলাদেশ সরকারের শিক্ষা মন্ত্রণালয়ের আওতাধীন ইউএনএফপিএ ও সরকারের অর্থায়নে ২০১৮-২০২১ মেয়াদে “স্ট্রেংদেনিং দি ক্যাপাসিটি অব টিচিং এন্ড রিসার্চ ফ্যাসিলিটিজ এট দি ডিপার্টমেন্ট অব পপুলেশন সায়েন্সেস (সেকেন্ড ফেস), ইউনিভার্সিটি অব ঢাকা” শীর্ষক প্রকল্পের প্রকল্প পরিচালক ছিলেন।
বর্তমানে তিনিজনসংখ্যা ও উন্নয়ন, জনসংখ্যা নীতি ও পরিকল্পনা, জনসংখ্যার গতিশীলতা, এইজিং, জনমিতিক লভ্যাংশ, পরিবার পরিকল্পনা, চাইল্ড অ্যান্ড ইয়থ পপুলেশন, মাইগ্রেশন ও প্রজনন স্বাস্থ্য, বাস্তুচুত জনগোষ্ঠী, সিনোলজি বিষয়ক শিক্ষা ও গবেষণা নিয়ে কাজ করছেন।
Dr. Mohammad Mainul Islam is a professor and former Chairman of Population Sciences at the University of Dhaka, Bangladesh, with over 22 years of experience in population and development.
Dr. Islam passed the Secondary and Higher Secondary School Certificate in Science at Mirzapur Cadet College, Tangail. Later, Dr. Islam received his Bachelor's and Master's degrees in Sociology from the University of Dhaka (DU) and his PhD in Demography from Peking University (China). He completed a Global Health Research Capacity Strengthening Program (GHR-CAPS) Postdoctoral Fellowship at McGill University, Canada. Dr. Islam also received training at various reputed universities, such as Johns Hopkins Fall Institute in Barcelona (Universitat Pompeu Fabra, Spain), Stanford University (USA), Brown University (USA), and the University of Bergen (Norway). In recognition of his academic achievements, he received the 'First Prize of Academic Excellence Award' from Peking University. Later, he was named the Nick Simons Scholar of the New Investigator in Global Health program of the Global Health Council, USA. He is a two-time New Voices in Global Health program winner, receiving these accolades in 2014 and 2016 at the World Health Summit (WHS) in Berlin, Germany. He presented his research at over 250 international and national conferences or scientific meetings worldwide. He contributed to over 84 scientific publications (45 journal articles, 39 book chapters, scientific reports, monographs, policy briefs, and conference proceedings. Recently, he was appointed as the Chief Editor of the International e-Journal of South-South Cooperation in Population and Development.
He is a member of various national-level technical committees of the General Economic Division (GED) of the Planning Commission, the Directorate General of Family Planning (DGFP), the Bangladesh Bureau of Statistics (BBS), etc. He drafted the National Family Planning Strategy, 2023-2030, and reviewed the population and development section of the 8th Five-Year Plan (2019-2024). He has been a 'Member' of the Population Expert Committee (PEC) of the Project of the GED's Planning Commission since November 2017. He has professional involvement in various national associations, including the International Union of Scientific Study of Population (IUSSP). He is a Member of the Scientific Group- 'Changing Household Structure, Aging, and Well-being in Western and Southern Asia' of the Asian Population Association (APA) between 2022 and 2024. He was the Project Director of the Strengthening the Capacity of Teaching and Research Facilities at the Department of Population Sciences, University of Dhaka (Second Phase, funded by the United Nations Population Fund-UNFPA and the Ministry of Education, Government of Bangladesh). He was elected to the Syndicate –the highest decision-making body of the DU for two consecutive terms between 2010 and 2014. His work broadly focuses on population and development, population and health policies and programs, family planning, reproductive health, population aging, climate change, displaced populations, and Sinology (China studies).
